Sterling Construction Co. has named Peter Holland as CEO of its Texas Sterling Construction Co. subsidiary. He was most recently executive vice president of Satterfield & Pontikes Construction and president of the firm's federal services division.
Balfour Beatty Construction has named Steve Olson as president of its North Texas division, responsible for executive oversight and management of the Dallas, Fort Worth, Austin and Nashville operations. He was previously group president of The Boldt Co.'s Southern region.
Michael J. Kotubey has joined TDIndustries as president of the firm's Dallas division. He will be responsible for the firm's service and construction groups based there. Kotubey was previously president of Kansas City, Mo.-based MMC Contractors.
HOK announced several promotions in the Texas region: David Reese has been named senior vice president. He is leader of the science and technology practice. Abbey Roberson has been named vice president and regional leader of planning. Michael Jrab has been elevated to vice president. He also serves as the operation leader for the regional health care practice. Christopher Heikkila has been named vice president. His role at HOK as senior project architect includes the management of the construction document and administration phases of medium-to-large-scale corporate and health care projects. New vice presidents include Arlene Hanna in HOK's Houston interiors group and Gary Marsh, a lead designer on a variety of projects.
Project Control has promoted Greg San Marco to vice president of the project management consulting firm. He previously worked as a senior industrial project manager for H-E-B Grocery, where he managed industrial developments in its warehousing, manufacturing and transportation divisions.
Scott R. Kramer has been promoted to executive vice president of Wylie Consulting Engineers, Houston, assisting with the overall operation of the firm. William D. Berger has been promoted to senior vice president of engineering, responsible for development of the firm's design standards and master specifications. William Leatherbury has joined the firm as a vice president, overseeing the design coordination and production of mechanical, electrical and plumbing systems.
Joe Tracy has been promoted to vice president, regional manager of Hill & Wilkinson's central Texas office in Austin. He will be involved in business development, preconstruction services, project management, field construction and office operations. Tracy joined Hill & Wilkinson in 2010 as director of construction for Central Texas and was promoted to regional manager in July 2012.
Mark Chadroff has joined Hill & Wilkinson as project manager, responsible for estimating and managing special projects in Central Texas.
CobbFendley & Associates Inc., Houston, has announced two promotions to vice president: Cal Bostwick, who has been North Texas regional manager, and Floyd Scurry, who has been corporate business development manager.
Scot Bennett has joined The Beck Group as director of business development. In this role, he will oversee all business development efforts for the Fort Worth regional office. He was previously responsible for the growth and development of the private-corporate sector and the Southwest district for a general contracting firm.
Erik Steavens has joined the Texas Dept. of Transportation as rail division director. Among other things, he will oversee statewide implementation of federal and state-funded programs, private-public partnerships for rail projects and management of state-owned rail facilities.

He also is a principal. Jeff Kim has been elevated to associate principal, focusing on laboratory planning and design. Alex Clinton has been named senior project manager. Gary W. Raba has been named chairman and CEO of Raba Kistner Inc. He previously served as vice chairman and has been president and CEO of Raba Kistner Infrastructure since 2005.
