Louisiana AGCThe Associated General Contractors' Naquin sees a mixed market on the horizon. The city's Green Light Plan—a $600-million road and bridge program—is nearing completion with no significant funding to follow it. The city also is in the midst of a $1.4-billion sewer improvement program, and the area is benefiting from the oil and gas boom. He estimates that $14 billion in industrial work could be put in place along the Mississippi River between Baton Rouge and New Orleans in the coming years. "We may need 20,000 new craftsmen," he adds.
